When can you call it vlogging.

People cannot accurately say they were “video blogging” before the invention of blogging because the term blogging itself originates from the late 1990s, evolving from “web log.” Blogging, as a concept, is tied to the internet and the practice of regularly updating a website with written or multimedia content.
However, if someone was regularly recording and sharing video updates before the term existed, they could describe their activity in other ways, such as keeping a video journal, documenting experiences on video, or creating video diaries.
